Bethel Community Services (BCS) is a non-profit organization registered with the Registrar of Societies on 19 August 2004 and the Commissioner of Charities on 9 September 2004. We received full membership with the National Council of Social Services (NCSS) since July 2007 and is conferred the status of Institution of a Public Character (IPC)

Our Philosophy

Our objectives are to initiate, assist and organize activities and schemes of social services for the alleviation of poverty, suffering, ignorance or ill health whether physical or mental, without limitation of age, sex, race, nationality, religion or moral character, by the provision of assistance, education, training, services or counseling.

As a vibrant change agent, we exist to be a visible expression of Christ’s love, care and compassion to the community.
Our Mission
We exist to reach out and empower the community through holistic community-based services and programmes to maximize the God-given potential of each individual.
Rev Dr Chia Beng Hock
Chairman
Rev Dr Chia Beng Hock is one of the founding Management Committee Member and Chairman of Bethel Community Services. He believes that God has a plan for every person and within each person God has given the potential needed to fulfil the plans. He is passionate about helping people to discover and understand God’s plan for them and helping them to develop and unleash their potentials in building themselves, their families, their communities, and together in building our nation. Everyone including the needy, the elderly and the disadvantaged should be given the opportunity to live a fulfilling life that God had intended.

Rev Dr Chia is currently the Pastor Emeritus of Bethel Assembly of God. Besides, serving as Chairman of Bethel Community Services, he also serves as the President of Teen Challenge Singapore, the Treasurer of The Alliance Of The Pentecostal and Charismatic Churches of Singapore (APCCS), the Treasurer of the Global Leadership Summit (GLS) of Singapore, Executive Committee Member of the Assemblies of God (AG) of Singapore, Executive Committee Member of The Bible Society of Singapore, Board Member of Tung Ling Bible School and Vice Chairman of MacPherson Inter-Racial & Religious Harmony Circle (HC).

Together with his wife May they serve as Pastoral Mentors (volunteers) with Bridging Hearts. They are both Certified Prepare-Enrich Facilitators. They are happily married since 1977, they have two sons and 2 grandchildren

Having served in Bethel Assembly of God since March 1982 and for 22 years as its Senior Pastor before retiring in June 2023, he understands the challenges that pastors and senior Christian leaders often encountered and needed friends to talk to and walk with them. He wants to invest this phase of his life to be a “friend” (he prefers to identify as “friend” instead of “mentor”) of pastors and Christian leaders, to walk alongside them and help to strengthen their lives and ministries

He graduated with Doctor of Ministry and Master of Arts in Biblical Studies from Asia Pacific Theological Seminary (APTS) and a Postgraduate Diploma in Applied Theology (Ministry) from the University of Wales. He is also Certified Behavioral Consultant (DISC).
Pastor Wong Yew Keong
Vice-Chairman
Pastor Yew Keong has been worshipping in Bethel since 1976. Over the years, he served the church in various capacities including 2 terms as a Church Board member from 2001 to 2005. A BBA graduate from NUS, Yew Keong has been a career banker for over 33 years until his early retirement in 2020. As a risk manager in banking, Yew Keong was seconded to Shanghai from 2005 to 2012 and thereafter to KL from 2012 to 2016. Upon his return to Singapore in 2017, both Yew Keong and his wife May served together as Marriage Mentors.

Following his early retirement from banking in 2020, Yew Keong joined the Bethel staff team. Currently the Senior Pastor, Yew Keong is happily married for 32 years. He and May have 2 sons Wayne and Glen both of whom are also serving the Lord faithfully in Bethel.
Mr Teo Teng Hong Philip
Honorary Secretary
Mr Philip Teo has more than 30 years of working experience in the fields of Information Technology, Consulting, Training and Financial Services.
‍
He serves Bethel Community Services as the Honorary Secretary of our Management Committee. He currently also serves as the Honorary Secretary of Bethel Assembly Of God and the Honorary Treasurer of Teen Challenge Singapore.
‍
He holds a Bachelor of Science (Computer And Information Science) from the National University of Singapore, completed the Company Directors Course and Governance for Outstanding Organisation Directors (SGOOD) Programme from the Singapore Institute of Directors. He is also a Certified Associate Estate Planning Practitioner (AEPP®)
Mr Thomas Foo
Honorary Treasurer
Mr Thomas Foo is an active member of our community partner, Bethel Assembly of God since 1971.
‍
Professionally Mr Foo was the Financial Controller with a semi-conductor/electronics multinational company listed on NASDAQ. He was a financial controller with SingTel. He is a Fellow of the Chartered Institute of Management Accountants (UK) and a Fellow Chartered Accountant with the Institute of Singapore Chartered Accountants. He is also a Chartered Global Management Accountant and additionally has a Graduate Diploma in Personnel Management from Singapore Institute of Management.

He serves Bethel Community Services as the Honorary Treasurer of our Management Committee.
Mr Steven Foo
Management Committee Member
Mr Steven Foo is an active member of our community partner, Bethel Assembly of God since 1966. He is currently serving them as a Zone Supervisor overseeing three Cell Groups.

Mr Foo and his beautiful wife have two filial children and are blessed with seven adorable and lovely grandchildren.
‍
Professionally, Mr Foo holds a Diploma in Marketing from IMUK and Marketing Institute of Singapore. He is trained in Telecommunication & Electronics with a Diploma from C & G and has been managing his own company AbsCom-Tech (Asia) Pte Ltd undertaking Electrical and Lightning Protection Projects since 1996.

He serves Bethel Community Services as a Committee Member of our Management Committee.
Dr Tan Eng Chun
Management Committee Member
Dr Tan Eng Chun graduated from National University of Singapore (NUS) in 2000 with a Bachelor in Medicine and Surgery, Post Graduate Diploma in Occupational Medicine (DWD), Post Graduate Diploma in Family Medicine, Post Graduate Diploma in Family Practice Dermatology, Master in Public Health and Master of Medicine in Family Medicine.
‍
In 2006, he was appointed as the Assistant Director of Health for Life Center (Alexandra Hospital) where his areas of interest were in pre-illness care such as preventive medicine, occupational medicine related cases and weight management.  In 2010, he started working as a Family Physician in a clinic practice in Toa Payoh. Dr Tan acts in different roles as medical advisor to Procter & Gamble Singapore. Since 2010, he was appointed as a part time occupational health physician for P & G Perfume Plant. In 2011, he started as external medical consultant for GSSA where he is involved in the causal analysis, adverse events management and consumers’ communication for health-related topics and P &G products. In 2012, he started advisory roles for P&G (Singapore) clinical trials’ protocols and adverse events management. He is currently also the part time family and occupational health physician for the Vibrant Living Health and Medical Centers in Singapore Innovation Centre (SGIC) and Singapore General Office (SGO).

Dr Tan is involved in teaching roles as a clinical facilitator and house tutor for medical students at Lee Kong Chien School of Medicine (NTU) as well as a clinical tutor for doctors taking the post graduate diploma in Family Medicine. Recently in 2020, he was appointed as adjunct assistant professor in Duke-NUS Medical School.

Dr Tan is a Collegiate member of the College of Family Physicians Singapore as well as a member of the Institutional Research Board (IRB) of Raffles Hospital.

He serves Bethel Community Services as a Committee Member of our Management Committee.
Mr Chia Eng Giap
Management Committee Member
Mr Chia Eng Giap strongly believes in bringing immense hope and joy to the people he serves.

Professionally Mr Chia is the Assistant Vice President in a multinational company.

Dr Ong Pui Sim
Management Committee Member
Dr Ong Pui Sim is a Senior Consultant with Department of Psychological Medicine at Changi General Hospital since Year 2005. She has been the Director of Geriatric Psychiatric Service from 2012 to 2024. Dr Ong was awarded the Ministry of Health’s Health Manpower Development Plan (HDMP) fellowship and the SingHealth HDMP fellowship, in the field of ‘Psychogeriatrics’ in 1995 at Sydney, Australia and field of ‘Sleep Disorders’ in 2006, Singapore respectively.

Besides her appointment at CGH, she is involved with inpatient and outpatient hospital services, as well as consultation services to community hospitals and nursing homes. She is also actively involved with medical trainings for both undergraduate and postgraduate students. Dr Ong sat in the management committee of the Alzheimer’s Disease Association, Singapore from 1994 to 2020.

She serves Bethel Community Services as a Committee Member of our Management Committee.
Rev Dr Moses Pi Cheng-Ming
Management Committee Member
Rev Dr Moses holds a Doctor of Ministry and Ph.D of TCM (Nanjing University) and has a ABRSM singing Grade 8 qualification. He is a pastor, preacher, teacher and registered Traditional Chinese Medicine (TCM) practitioner. He is an Ordained Minister with The Assemblies of God Singapore and is the Executive Pastor for Pastoral & Empowerment Ministries overseeing the Chinese Regions for our community partner Bethel Assembly of God.

He serves Bethel Community Services as the member of our Management Committee.
Ms Lilian Sze Wai Cheng
Executive Director
Ms Lilian Sze serves Bethel Community Services as our Executive Director since 2018.
‍
Coming out of semi-retirement and into our organization, she brought along with her, 30 years of managerial experience. In her previous work life, she was part of the senior management with a MNC and a prominent local company in retail, with her last portfolio included overseeing operations in approximately 100 stores in major retail malls countrywide and managing various prominent retail brands. Ms Lilian’s management style is very hands-on as she takes personal interest at operations planning which includes merchandising and individual store planning. Ms Lilian has brought that management style along to BCS as it is not uncommon to see her help out in different centres, taking care of children or packing essentials for beneficiaries. Along with her management expertise, she is also a certified trainer with Advanced Certificate in Training and Assessment qualification that helps her motivate and train staff within the organization.
‍
Outside of her professional life, Ms Lilian is a devote Christian and together with her husband Mr Tan Kay Teck are actively giving back as community leaders within their church. The couple are certified marriage counsellors with Prepare/Enrich program certification.
Mrs Grace Low
Executive Director
Mrs Grace Low is currently the Executive Director and has served Bethel Community Services as part of its pioneering team since year 2002, making her BCS’s longest serving steward.
‍
Despite her young age, she has amassed over 20 years of experience working with children and administering social services to the community. She holds a Diploma in Early Childhood Care & Education from the National Institute of Early Childhood Development and has served in all BCS’s education centres and is well versed in all the nooks and crannies of each individual centre.
‍
In her personal life, Mrs Low is a loving wife to Mr Aaron Low and is a doting mother to five of her teenage and pre-teen children.
Yvonne Tan Yen Ling
Management Committee Member
Ms Yvonne Tan is an active member with our community partner, Bethel Assembly of God and serves as the Cell Leader in ER2 (HC4), Chinese Worship Ministry and is a member of the Bethel Missions Council.

Professionally, she holds a Bachelor in Science (Mathematics with Business) and is currently working in Katong School – a school for students with special needs as an Administrative Manager since 2015.

She serves Bethel Community Services as a Committee Member of our Management Committee.
Lim Kok Tiong
Management Committee Member
Mr Lim Kok Tiong is an active member with our community partner, Bethel Assembly of God’s Family Life Ministry as a marriage mentor and helps organise and conduct Marriage Preparation Course. He is also serving as a drummer in their Worship Ministry. Mr Lim is happily married with two adult sons and currently enjoying his retirement.
‍
Professionally he is a registered member of CPA Australia, with over 30 years of work experience in areas including external audit and financial accounting. Before his retirement, Mr Lim’s last corporate position was a Chief Financial Officer (CFO) in a German MNC overseeing finance and administration related functions.  Including finance & credit management, logistic management, human resources and compliance to ensure business procedures adhered to the company’s policies and local regulations.

Mr Lim is also a certified PREPARE/ENRICH Facilitator and a trained Marriage Mentor with a Focus on the Family and he volunteers regularly as a Marriage Mentor in Bridging Hearts Limited which is a non-profit organisation with a mission to empower marriages and strengthening families.

He serves Bethel Community Services as a Committee Member of our Management Committee.
